Pakistan lists Lashkar founder Hafiz Saeed under anti-terrorism act: Here’s what it means


Pakistani authorities on Saturday listed Lashkar-e-Taiba founder Hafiz Saeed and four of his aides under the country’s Anti-Terrorism Act, imposing further restrictions on his movements and ability to speak to the media.
Saeed and his aides, who were placed in “preventive detention” or house arrest on January 30, were listed under the Fourth Schedule of the Anti-Terrorism Act by the government of Punjab province, Pakistani media reported.
According to Section 11EE of the act, persons who are involved in terrorism, members of an organisation that is banned or on the interior ministry’s watch list or suspected to be involved with a group involved in terrorism can be included in the Fourth Schedule.
Saeed currently heads the Jamaat-ud-Dawah, which has not been banned but is on the watch list. The US and the UN Security Council have already declared the JuD and its sister organisation, the Falah-e-Insaniyat Foundation, as fronts for the LeT.
The Express Tribune quoted an unnamed official of the Punjab home department as saying that action was taken against Saeed and his aides as they are “active members” of the JuD and FIF. A senior police officer told the Dawn newspaper that the Counter-Terrorism Department added their names to the Fourth Schedule on the orders of the federal interior ministry.
The Fourth Schedule imposes a wide range of restrictions on the movements and activities of a listed person. Such a person is not allowed to visit schools, colleges and other educational institutions, parks, hotels and public places, airports, railway stations, TV and radio stations or attend public rallies and meetings.
Under the provisions of this schedule, authorities can probe the assets and sources of income of the listed persons and their families to ascertain whether the assets are legitimate. These restrictions can be applicable for a maximum of three years.
Besides Saeed, the other JuD and FIF members against whom action has been taken are Abdullah Ubaid, Zafar Iqbal, Abdul Rehman Abid and Kashif Niazi. Saeed and 37 others have also been barred from travelling abroad as they were included in the interior ministry’s Exit Control List.

Saeed and his aides have challenged their inclusion in the Exit Control List. The JuD has also said it will mount a legal challenge to his house arrest.
This powerful army has backed Saeed’s detention, saying it was a policy decision taken in the national interest.
Saeed was also put under house arrest after the 2008 Mumbai attacks that killed 166 people, but he was freed within six months on the orders of the Lahore high court.
Critics have also pointed out that the interior ministry has done little to fully enforce the Fourth Schedule of the Anti-Terrorism Act. A list of persons included in the Fourth Schedule that was drawn up by the National Counter-Terrorism Authority (NACTA) last year contained the names of several persons who were dead or had even left Pakistan.
Leaders of the banned Ahl-e-Sunnat Wal Jamaat included in the Fourth Schedule have attended rallies and even gone for the Haj pilgrimage.

Leicester boss Claudio Ranieri has hinted his fading Foxes are scared after their goal drought.


The Premier League champions go to Millwall in the FA Cup on Saturday aiming to avoid their season hitting a new low.
They are just a point above the relegation zone in the top flight having lost five-straight league games and have failed to score in the league in 2017.
Jamie Vardy, last season's 24-goal top scorer, has also netted in just one game in his last 25 appearances for the Foxes - a hat-trick against Manchester City in December.
Ranieri is prepared to make wholesale changes against Sky Bet League One Millwall, who have knocked out Watford and Bournemouth, and admitted his team may have a mental block in front of goal.

"Yes, we have to find a solution. We scored twice in the Derby (FA Cup) matches and found the solution. For this reason I want to check in the next match (against) Millwall.
"We're doing everything well but at the end we haven't created good chances - to do that we need to be full of confidence and sometimes we haven't got a lot of confidence.
"Sometimes the strikers don't receive a good final pass, so we want to do something to help. It's not important who scores, but it's important for somebody to score.
"We continue to fight in this way, continue to have strength and believe in ourselves. To stay together. We need one good result for the turning point. Now we need to stop this momentum and change our face, and everything will be fantastic."
Vardy has scored seven times this season compared to this time last year where he had netted 19 goals and Ranieri wants his scoring problems to end.

Antonio Conte: I'm at Chelsea to win trophies, not to keep 21 players happy






Antonio Conte has insisted he will not take the FA Cup lightly despite wanting to give game time to some of the Chelsea squad members, saying his job is not to make "21 players all happy".
Chelsea travel to take on Championship side Wolves in the fifth round of the Cup competition, with Conte expected to rest first-choice defenders David Luiz and Marcos Alonso for the trip to Molineux.
That could pave the way for Kurt Zouma, John Terry and Nathan Ake to start although Conte has said that while he will give playing time to the members of the Chelsea team who do not start regularly, his first focus is to set up his team to beat Wolves.
"When you are in a great team the target is to win, not to try to have 21 players all happy and you don’t win anything. The owner does not ask for this, to make 21 players happy," he said.
"We are in his great competition to try to win, not just to find a solution to make someone happy. I have to show always respect to my players and make the best decisions for every game and today for sure I will try to do this.
"When a player does not start he is not happy, but I don’t want him to be happy because I want the player to try to fight to give me problems to solve to find the best selection for the team. 
"I am pleased to have a group of players that are growing very well in all aspects - technical, tactical and mentality, feeling the right responsibility for the season. Believe me, it is not easy to have those type of groups, and we have grown a lot in these seven months. We must continue to improve and put the team above all. Honestly, I am very pleased to observe this."
